HUMAN AND RESPONSIBILITIES IN ADMINISTRATION IN ISLAMIC PERSPECTIVE

Administration is the act of administering; government of public affairs; the service rendered, or duties assumed, in conducting affairs; the conducting of any office or employment; direction; management .As a khalifah, we have our responsibility on getting knowledge doing environment, and also towards administration. Man is responsible towards all their action. Administration often related to the leadership and their responsibilities towards it. It is clear that mankind can hardly resist moving along the road shown by those who lead. If administration and leadership are vested in God-fearing people, society will move along the right line, and even the wicked have to follow certain rules.

Human has many responsibilities on their shoulder. One of them is responsibilities in administration. Administration consists of much state such as administration in a country, family law, organization, or also can be in medical. So in this entire state, human are responsible towards it, when it comes on a country the leader or government are having responsibilities while in a family law, the council of religion or can be the father or husband is having the responsibilities towards managing their family issues.

In Malaysia, the government practice good administration in state of law, education environment, and tradition and culture of people in Malaysia. In this case, leader of a country or state is responsible to make the administration run smoothly. The Muslim leader will use the Islamic law or sharpie as the law used in the country to guide. Besides that, in state of environment, we should take care of the earth and do not harm the flora and fauna as they are also the creation of Allah. Moreover, the administration of education is also give benefit to people in Malaysia when the government said that all children is compulsory to attend school or study at early age which is at the age of 6 .The government also will help the poor people so, their children also have the opportunity to study. The administration done by Malaysia is efficient and taking care about people’s right as in the Quran also says that we should consider the right of people although they are poor or rich.

Another example is how the Muslim leader in administration during Umar’s time. During his role, the empire of Islam was so big, and he had divided the state into the large administrative section in order to make it easier to rule it and to supervise its income. The conquests were a primary reason for mar’s development of the state‘s institution s including that of governorship .Moreover, the division of the state into province s is done by mar during his governing such as Makah al mukarramah , Al –Madeenah al munnawwarah, At-Ta’if ,Yemen ,Bahrain ,Egypt, Iraq and Persia, Basrah , Koofah and the provinces of Syria. With all division of the state, he had appoint a leader/governors for each of the state .These people are responsible towards administration and lead the state[1].umar only appointed those who were qualified, trustworthy, trust in Allah, has high Islamic knowledge and sincere towards Muslims as the governors. Besides that, Umar lead his people to the right thing as he said “I am ordering you and the troops who are with you to fear Allah in all circumstances, for fear of Allah is the best weapon against the enemy and the strongest stratagem in the war. I am commanding you and those who are with you to be more careful in avoiding sin than in avoiding your enemy, for the sins of the army are to be feared more than their enemy. The Muslims are supported by their enemy's disobedience to Allah; were it not for that, we would not have any strength, for our numbers are not like theirs and our weapons are not like theirs. If we were equally matched in sin, they would have an advantage over us in strength, and if we did not have an advantage over them by our virtue, we would not be able to defeat them by our strength .Remember that you have over you protectors from Allah who know what you are doing, so feel shy before them and don't do any act of disobedience towards Allah. You are (striving) for the sake of Allah; do not say that our enemy is worse than us and will never prevail over us even if we commit sin. A people may be defeated by others who are worse than them, just as the Children of Israel were defeated by the Kafir Magians when they did deeds that angered Allah.[2]

When it comes on family law, there is also including the human responsibilities in its administration. As example in Malaysia, there is a Department of Religious Affairs responsible for the day to day administration of matters relating to the Muslim religion headed by a lay administrator. Each state will have a council of Muslim religion and Malay Custom. People that are responsible in this council are consist of khatis ,assistant kathi and Mufti .All these people will have their own role in administration such as, the court of the Kathis has jurisdiction to deal with action and proceeding ,in which all parties profess the Muslim religion and which relate to betrothal,marriage,divorce,nullity of marriage, judicial separation, claims of property,wakaf ,Nazr and other matter that related. They also try any offence committed by a Muslim and punishable under the Administration of Muslim Law Enactment.[3] In order to make the administration of family law run smoothly, all the cases are taken care by this council. Besides that, a father or a husband also has the responsibilities in administration towards their family. They have to teach or lead their wife and children to the right path which is to the way of Allah.

In conclusion, human has their responsibilities on administration and we are required to fulfil our responsibilities with sincere. As an insane created by Allah we have to obey Allah and trust in HIM forever. As a human that are always bare to do mistakes in our life, we were always given the chance by Allah to do taubah.
